What is a BIA?

BIA stands for Business Improvement Association.  The Downtown Victoria Business Association was established through a municipal bylaw.

The Downtown Victoria Business Association BIA is a not-for-profit organization, under the direction of a volunteer board of management.

All downtown BIAs have the same goal – to encourage more traffic and ultimately increase vibrancy and sales in their downtown core.

We strive to create a vibrant community and a prosperous economic environment.

The DVBA unifies its membership and community – working to make Downtown Victoria a “destination.”

The DVBA improves the lines of communication between you, the business community, and the City of Victoria municipal council and staff.

As established within our bylaw, every business within the DVBA’s boundaries is automatically included in the DVBA membership and contributes to the DVBA budget through a special levy (tax).  The cost of a membership (tax levy) is based on the property’s commercial assessment.
